Retired as Lieutenant Colonel from the US Army Medical Service Corps after 23 years of service and two OIF deployments. Held progressive assignments at tactical and strategic three-star and four-star level commands, including the Office of the Secretary of Defense, Army Medical Command, 5th Army, ARNORTH/NORTHCOM, 3rd Army, Coalition Forces Land Component Command Iraq, and as Senior Military Advisor to the Iraqi Army.
As Ops Officer for JTF CAPMED NCR, led operations in the $1.5B DoD healthcare consolidation that merged three teaching hospitals into one teaching and one community facility, realigned 48 clinics under Joint Task Force reporting to the Secretary of Defense, and ensured continuity of care for 439,000 TRICARE beneficiaries and 9,600 staff.
Earlier, led the U.S. medical delegation at the 2003 Madrid allied conference, sourcing coalition medical capabilities for the Operation Iraqi Freedom coalition strategy with 30 partner nations.
That operating discipline informs how MCS Advisory approaches private-sector M&A integration, multi-site practice consolidation, and capital event preparation — but the firm's center of gravity is its current private-sector practice.
Kays holds an MBA, M.S. in Finance, and M.A. He lives in Tampa, Florida.
